Question Is this my GPU or my monitor?

I'm lucky enough to have tried both a 3080 and a 3090 in my system but ive been having some technical issues. I do have a 144hz 4k monitor, for some reason, when I run a game in 4k at a high refresh rate, I start to get white horizontal lines on the screen that flicker for a second. I noticed this in games like the witcher 3 and far cry new dawn, not very demanding games. Ive tried reinstalling drivers, switching dp cable, replacing my entire motherboard, changing the 8 pin power cables out and im still having the issue.ive narrowed it down to either both GPUs were faulty or my monitor is faulty and can't handle high framerate 4k games. The only way to know for sure is to buy a new monitor, which cost a fortune for the type of monitor I use and RMA my card with nvidia. I do have another monitor but its 1440p and im not having the flickering issue in 1440p, only 4k. I dont have the flickering issue when I turn the fps counter to no more than 80fps, anything above will cause the lines.

Have you got a cable that'll work with 4k and 144hz?
For 4K 144Hz you are going to need an HDMI 2.1 or alternatively, a DisplayPort 1.4 which maxes out at 120Hz without compression.

And does it meet the hdmi spec?

Can you try a known good hdmi2.1 cable?
