Is this my graphics card doing this?

looks either a bad cable or the monitor to me.

looks like a bad cable or monitor like said by mark RM i suggest possibly getting a new cable or update ur drivers if both do not work i suggest doing a graphics card test using geekbench and if nothign has changed a new graphics card might be the solution

Thanks everyone , I tried another monitor and the lines were gone but then my computer made a pop sound and then I smelled burning I so upset I don't know if it's my PSU that went or something else
