Is this normal? Different readings.

I have my FX-6300 OC to 4.6 Ghz, at least that is what my bios, CPU-Z and core temp says. Everything else like system info on Windows 10, HW Monitor and task manager says 4.2 Ghz (my previous OC) still. Is this normal? This time i followed a thread and it said to disable apm and core unlock. Is it maybe because i disabled one of these 2?

Specs:
AMD FX-6300
GA-990FXA-UD3 (rev. 4.0)

OC rn: 4.6 Ghz 1.42500v

One way to find out for certain. set it to 4.2GHz, run a benchmark like cinebench, then set it to 4.6 and see if the core goes up.
