[SOLVED] Is this normal for a MSI 5700XT?

Hello, recently I downloaded Borderlands 3 my PC runs smoothly on high settings at around 70fps but my fans sounds awful and my "junction" temp hits 101.

Are those normal temps for this GPU? And should my GPU fans be maxed out?

And secondly when my AMD Game settings it shows that my GPU is at 99% while my CPU (2600x)is at 30% is this normal

I have 2 120mm fans for intake in the front of the case, 1 extra intake fan up top above my Mobo, CPU, and GPU blowing downwards, and 1 I'm the back blowing out of the case.

Move that hot air outside the case. Reverse the top fan so it blows out(exhaust).
