Is this normal? (GPU, PSU or MOBO problem?)

My EVGA 980 Ti SC ACX2.0 has been having RPM spikes, I don't hear the GPU Fan's getting louder as you can see here even when the spike occurs it jumps from 2000RPM to 4000RPM for a split second but the fan speed % doesn't go up at all, does that mean this is a bug? occasionally I also notice my case fans doing this in BiOS, i'm using 3 pin splitter to put 2 fans on each header, total of 6 fans on the motherboard (MSI- x99a Gaming 7)

hypothetically speaking if this was a motherboard sensor issue it wouldn't make sense for the GPU fan's to spike since the GPU has it's own sensor, so could this be power supply related?
 


I took out the card and put it back in and was able to play 5 whole hours before it spiked 1 time, before it would spike every 2-3 minutes, what could have changed?
