Is this normal ram usage for my PC?

I have 3.24gb of my ram being used with only skype, steam, and google chrome open. I am not playing a game or downloading anything. Is this normal?

Yes, this is normal. Skype, steam, and especially chrome use up a good amount of ram. Also there is processes that have to be run with the computer that take up that space as well.
