new psu corsair rm760x v2. I'm a noob and don't know if this is normal (the pic's online I've found do not have any blue stuff on their rm750x capacitors). If i had to guess I'd say paint? Or can it be something leaking?

No, not normal. But I can't say if it is problematic. Might be a leaky cap, or might simply be something stained from assembly. Have you been having any issues? Is that a gfx card?

This is a PSU. I haven't plugged it in yet because I don't wanna potentially fuck anything else up. I'll go by the store tomorrow and see if I can get it replaced, thanks.

You can get a cotton swabs through the grill and rub on the blueish stuff. If it kind of smells like rotten fish it's probably electrolyte leaking out of the cap.

As mentioned, it also might be some color that got there during assembly or for marking.
