Is this normal when gaming ?

Specs :
I5 6500
Gtx960 4gb
Asrock z170m pro4s
Corsair vengeance ddr4 2400mhz
Seasonic 520w psu

My problem is that when playing gta msi after burner is saying

Around 100% of my cpu is being used and same for my gpu it also says voltage limit is max and pagfile usage is at max and core clock is quite high as well setting are all very high on gta and 1080p 60hz gets around 74 frames

It is normal for your cpu usage to be that high.
Now if your cpu core temperatures are jumping above say 75-80 degrees under load, then you might have a problem

Do you have an aftermarket cooler for your CPU? When I was monitoring my temperature on my i7 with stock cooler it was going very high, like yours, and after a while it was slowing down to not reach higher temperature. After that I bought a Hyper 212 Evo cooler and since then everything is much better now. Temps are lower and CPU doesn't feel like is slowing down anymore.
