2x8GB, so what is model# or model #s of the DRAM and what slots do you have them in (counting from CPU, should be slots 1-3 or 2-4 generally)
To be honest, your CAS latency is bad. Try setting the latencies to 9-9-9-24, or 8-8-8-21 if you can. I don't think the single channel has much of an effect.
If this doesn't work, then open up task manager in the background, and go to the performance tab. Play for a minute or so, then look at the CPU usage and frequency, and post both here. If the usage sticks around 100%, then you have a CPU bottleneck. If not, then its probably GPU. What settings are you playing at? Your rig looks powerful enough to drive it at 1080p without much of a sweat, even at Ultra.
If it isn't the CPU, then check your Graphics drivers. Update them, and also use GPU-Z to monitor your GPU usage in game.
 


How do I check the model #?

I don't know what slots they are in, can CPUZ show that?

OK, try in 1-3 initially (or 2-4 - either should work but never know) and boot to BIOS, make sure they are at 1600 and then boot into Win - if any problems back to BIOS and raise the DRAM voltage + 0.05, the Corsairs are a 1.5 set so that would be 1.55....if still any problems raise the CPU/NB voltage to 1.2
 

You have at least bios F9? It should show in the bios or look with this,

make sure you pick the right o.s. and especially look at the 32/64bit part.

Can't imagine low fps just coming from the ram.You can just try and look at that first of course.

Does lowering the res help? 1920x1080 to 1280 x 720 .if not can it be the cpu.
Does lowering the settings help? =ultra to high or 4xaa to none ,if not is it probably the gpu.
Don't try these at the same time.
 


CPU isn't bottlenecking, check your temperatures and your GPU drivers.
