I know Intel has the speedstep feature but this what i have at the moment:

The CPU will run 1.6 do to speedstep but in system info it shows as this

Also i know my BIOS is at F3 but I am worried to update my bios and something would happen.
CPU is E6300 Wolfdale and not a Conroe and it suppose to run at 2.8 stock

Windows system info displays info based on what CPU you have and your current FSB, it does not take into account what multiplier you are currently running, CPU-Z is right.

If you run cpu-z when the cpu is fully loaded, you should see the the multiplier increase giving you the full 2.8

Do not update your bios unless a later one will fix a problem that you have.
A failed bios update can render your motherboard permanently useless.
