Is this NORMAL?!

i got an antec 650 ea power supply and inside. theres like some white stuff that looks like whip cream. is that normal for power supplies? theres like a few parts that has random whip cream on it

Whip cream......are you sure.....did you taste it. Are you sure it is not just packing peanuts......or some soft packing material?

If it is inside the power supply it might be some packing material that got inside somehow not sure what else it could be.

it's glue and normal , though not done in all units, this one is a CWT

It is normal. It is silicone-glue and it is there to keep your components from bending and breaking. It also insulates and keeps shorts at minimum.
