Is this normal?

My CPU is giving me a speed from 0.40GHz to like 1.27GHz it's normally around 0.56GHz the base clock is 2.16GHz. The CPU is a Intel Celeron N2830. No need to tell that this CPU is not really good, trust me I know.

I just found out when idle it's normal. But it's not normal when using stuff such Chrome.

Even with chrome running, the cpu might not need to run 100% all the time. You can change the power profile to higher % on idle.

How would I do that? Sorry I have never done anything like this.
