the memory is always that high whenever I am playing games on high settings.

3080ti stock clocks put the vram at 1188MHz, or effectively 9504MHz. So with an OC model with decently binned vram, then 9691MHz isn't out in the realm of improbable. Different vendors, different software, different polls, different ways of reading things. Just like you might have 3200MHz ram, but Windows (now) and cpu-z will say 1600MHz. Essentially the same thing.

The GPU and Memory clock boost up when gaming, so it will appear very high during those activities.
