EVGA GTX 970
i5 4690
8gb Corsair vengeance
Asus H81-Gamer
550 Watt (Tier 1)
1tb HDD

Yes you can run any game at high-ultra with that setup.

The non-overclockable 4690 is really not worth the money. I would much more advise you get the 4460 instead and put the savings into a better h97 motherboard.

For PSU the Seasonic S12ii 520w is only $53 on newegg right now and that is fully capable of handling your 970 card

Nothing that you would notice in FPS or gameplay. The lower clock speed would reduce overall benchmarks by a couple percent at worst but nothing actually noticeable to human observation.
