Yes. It's compatible. There is backwards and forwards compatibility between PCI-E versions.

as long as it is a PCI-E card it will work but depending on you system specs it may bottleneck the GPU meaning you won't be able to get the full performance out of it

The CPU will be doing the video encoding, the GPU in question will only be in use for basic display & running Open Broadcaster Software etc. Not for gaming or encoding.
