Yes. 2x4Gb memory is faster than 1x8Gb. There are probably better, faster, or lower power GPUs available than the 660. Why that one?

No. It's more expensive. The difference in performance may be 5-10%. If you are absolutely strapped for cash, then 1x8 will do, but we like to let people know the consequences of their decisions.
