My budget is £650

CPU cooler is not compatible and is not required anyway.
Boxed i5-8400 comes with its' own cooler.

Other than that everything looks fine.

The only thing I would change is the PSU, the EVGA BT PSU's aren't very good, I'd swap it out for a 2017 CX or CXM Corsair version.
