Nice build but have you considered the R9 380 Nitro 4gb, also have you looked at this one ASRock H97M Anniversary, as for the monitor I would recommend the ASUS VS Series VS228H-P, good luck mate!
 

i havent considered the r9 380, id be better off without Radeon, but thanks for the motherboard
 
I'd add SSD to it, something like 120 to 240 GBs just enough for OS and a game or two.

Also, as far as the monitor. If you will buy a new 21 inch monitor now you will most likely keep it for the next 5-6 years if not more. Why not continue to use whatever you have now and to set aside $10 a month for the next 6 months or so and at that point buy a better monitor. Once you go large your gaming experience will improve tremendously. Aim for a good 24 inch display, but save don't just buy some bargain basement monitor.
