Question Is this performance normal?

So I recently build a PC and my specs are i7 9700k and a Gigabyte RTX 2080 Gaming OC White GPU as well as an Asus Prime Z390-A motherboard and 32gb of ram. I am quite concerned that my set up isn't producing the performance it is supposed to. On R6: Siege, I have everything set to max on a 1440p resolution except for anti-aliasing which I have set to T-AA 2x and I'm only averaging about 120 fps. I feel like that should be higher possibly? Also I know this is a whack game to test it on but Minecraft with everything maxed and render distance set to 32 chunks (which is the highest it can go) I can't seem to even hit 60 fps consistently. That can't be normal right? I would really appreciate if someone could help me out here.

Have you installed the latest Nvidia driver?
Did you perform a clean installation of Windows on this build?
Have you monitored CPU and GPU temps while in-game?
Yes I have the latest nvidia drivers via geforce experience, and yes it was a completely fresh install when I first built the pc 3 weeks ago. And yes I have been monitoring the temps and the gpu and cpu never exceed around 55 degree C
