Is this pre-built PC good for the price?

I'm looking for a new desktop, because my current computer's specs are quite bad.
The PC I'm looking at is the iBUYPOWER Gamer WA583R7 that can be found at : https://www.walmart.com/ip/iBUYPOWER-Gamer-WA583R7-Black-Desktop-PC-with-AMD-Eight-Core-FX-8320-Vishera-Processor-8GB-Memory-1TB-Hard-Drive-and-Windows-10-Home-Monitor-Not-In/35119954

I have a few questions about it though...
1. Would I be able to upgrade my GPU to something such as the GeForce 1050 Ti or the RX 850?
2. Is this a good value for the computer? I tried setting up a build on my own, and I really didn't know how to keep the computer within my price range (I'd like to stay within the $550 range, but I'm willing to pay up to $600 (Excluding Monitor)).

If this isn't a good value, could someone set me up a good PC build within my price range? I primarily want it for playing (recent) games. I am willing to assemble it myself, I don't know how to do it, but with the help of the forums and YouTube I'm sure I could. I have no need for any more than 1TB of HDD storage.

Also, the monitor that I was looking at was the ASUS VS239H-P found at: https://www.asus.com/us/Commercial-Monitors/VS239HP/

AMD is unveiling ZEN tomorrow and you want to buy their 6 year old chips?
This build fits in the $600 and will play all games. I still think you should wait for ZEN.

Huh, I didn't know about the ZEN chips coming out! But, on the other hand, the ZEN chip probably won't fit into my budget will it?
Also, do I really need the 8GB model of the RX 480? I should only need 4GB if I'm using 1080p right?

Well, considering that it's AMD, I don't think it'll be that expensive. Maybe $200-$500, at most. I recommend ZEN.
