Is this PSU good enough?

My friend is upgrading his PC, he just bought an Fx-8320 and an R9 380, he plans to keep his current PSU, an Arctic Red 550w

Would this PSU be enough for his new rig or should he upgrade to a better PSU?

If he should upgrade, what PSU should he get? (He doesn't have much money left, around £30 tops)

Not a chance. It's not a high-performance PSU to start with and you have a 300W-ish GPU and a 125W CPU, plus the rest of the system. If you even think about overclocking either CPU or GPU, I would want at least a good Seasonic 620W PSU or a great EVGA or XFX 650W PSU. You need both a more powerful PSU and a higher performance PSU.
