Question is this PSU leaking or not?

My friend gave me his old CorsairVS450 after my PSU unexpectedly died. He told me to clean it first and this is what I found. View: https://imgur.com/a/7EK53dW


It looks like brownish glue. I don't know if it's normal like the white goop. I checked all the capacitors and none of them are bulged, browned, or leaking.

I'm so sorry about the dust. I figured I should check if it's safe first before cleaning it.

How old is that PSU? What is it powering in your system?

Best list the specs to you build like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

Including the old PSU you had in the system. It might also help us understand what the VS450 you have underwent if we knew the specs to your friends system.

He bought it brand new and used it to power an i3-2120 +4gb ram + hdd + low end gpu for 3 years before he upgraded. It sat around for about 6 months in his storage then gave it to me. He told me it was still working when he stopped using it.

I know this PSU is capable of handling my build. I'm just worried about what I saw inside since I'm pretty clueless about the internal workings of a PSU.
