Is This PSU Safe for a EVGA SC GTX 960

So , I was looking at some steam machines. I like the Syber Vapor series of PCs. Although the actually steam machines aren't out until November , they had some other Syber Vapor PCs ready to customize on CyberPower. So , I put a EVGA SC GTX 960 , and It said that a 250w PSU was okay with it? i=That doesn't seem very reliable , so I put a 450 Watts - SilverStone ST45SF-G SFX12V 80 PLUS GOLD ACTIVE PFC Power Supply (I just copy pasted the name :) ) So , is this good enough? It says that a crappy 250w standard (some random brand no-one's heard of) is good enough , but a system of mine broke down with a crappy 500w! So , I hope you can help me out with this

This PSU can be used either in small form factor or standard ATX case, as it comes with a adapter plate, which is a nice touch.
