Your video doesn't help at all, but i guess you're talking about high-pitched noise called coil whine which your recording device didn't catch. The only way to get rid of it is to get a better PSU, not this garbage-bin level trash. Something with LLC resonant converter design, you can refer to the PSU tier list pinned here, tier A units are all as such, some tier B too.

Hear no noise as well and that "hum" is the fan.
