My buddy wants 950 for the system. is it worth it ?

No.

Bulldozer (x1xx) CPUs are trash. And the GPU isn't that great either.

Nope. The FX 8120 is a bit of an inefficient slouch (gets mopped in benchmarks by i5)...and the GTX 660, while a decent card, is not powerful enough to "max" current titles at 1920x1080. If you were comfortable with spending 900.00 before, build your own PC...it will be MUCH more powerful. And think about all the fun youll have doing it!
