I'm paying for an internet speed of 10mbps I was going to increase it to 50 due to very slow download speed I just checked speedtest.net it said I have a download speed of 1.69mbps and an upload of 0.79mbps

I was using a pc with ethernet connected

So the biggest misconception with internet speeds are two types of measurements, bytes, and bites. Roughly, a megabit (Mb) is about an 1/8th of a megabyte (MB). So, if you have a 10Megabit per second connection (Mbps), you should be getting around 1.69Megabytes per seconds (MBps typically abbreviated as MB/s).

If you are paying for 10Mbps (megabit) and are only getting 1.69Mbps (megabit) then you will need to start troubleshooting your connection. Typically, are you running any downloads at time of testing (torrenting included), what type of connection do you have (DSL/Cable) and are the connections secure with your modem/router? Do you have squirrels in your neighborhood? They love coaxial and phone cables, its possible they...
