Idle? Sure. Just about everything in your PC down locks when not used to save power.

It's showing the low load based clockrate so its ok. don't worry
IF you were running any gpu intensive application in the background then I would worry but you probably aren't so all good here.

when not under load, all parts speed down to save electricity, generate less heat and make less noise, that is normal values for that gpu
