Yes I'd call that a bottleneck, your CPU can't feed enough frames to the GPU for it to be displayed. Eg. your CPU is at 100% while your GPU is sitting at around 50% like in your scenario. I've attached below a nice upgrade, consider the Ryzen 5 3600 if you really want a good new CPU.
