is this slot pci e x16 or pci 4x

hey guys
i bought Dell Optiplex 990 small form factor.
It has 2 pci e slots

i plugged my gtx 750 ti in blue one.
So here is my question.
On Dell D6H9Tspec sheet it said:
Expansion: 1 x PCIe 4x/ 1 x PCIe 16x
1-so which one is PCIe 4x ( blue one or black one )
2-and which one is PCIe16x ( blue or black one )?
3-Does it makes a difference?
4-Will my GPU bottleneck on blue one?
5-Is it 1st gen PCIe Slot or 2 gen or 3rd gen?
6-if 1st gen will it bottleneck.
7-Is blue better or black?

The blue slot is the 16x one.

bottlenecks?

I believe those are PICe 2.0 slots. I can't think that the 16x one would be a bottleneck to the graphics card.
