Question Is this still a decent budget build?

So, I have a build with an i5-3470, 8GB of DDR3 ram and a GTX 1050. I will play some light games but sometimes games like GTA 5. Is this still a decent build?

As long as it performs well for your needs then it's fine.

It'll be ok for GTA V @1080p. Newer games however not so much as they require more than 4 threads to run well.

Decent is really in the eyes of the beholder. It is a budget system, but it can play AAA games at 1080p with reasonable fps with low-medium settings.
