This system is decent, but do yourself a favour and get a bigger hard drive the space goes down quick and it's not that much more for a 1 tb or even less for 500gb.
And also I would get the zalman z3 plus instead of that case it has four pre installed case fans, one intake and three exhaust and although the cable management options aren't as good I'd still go with it.
Apart from that this build is good for the money.

PS. For $470 budget just keep your $100 1600 x 900 20.0" Monitor. But for just $15 more imho you should buy a 1080p monitor.
 


This pentium edition CPU is factory unlocked. Give OP Z97 series mobo for this CPU.
 


A Z97 is great but expensive. This is a budget build after all. MSI H81M-E33 will do just fine :)

Anyway a mild oced Pentium G3258 will obliterate a AMD Athlon II X3 450 :D
