Is this temperature safe ?

Hello , my Evga gtx 680 2gb is starting to show aging signs with the latest games , for example The Witcher 3 runs on ultra with no problems but I am getting a temperature around 70-75 which never happened before , the card got a reference cooler and I have it on a aggressive custom fan curve , are these temps safe ?

75C on a reference cooler is not too bad. If it gets much hotter you might need to change the thermal paste. Make sure it's clean - blow the dust out of it.

I do have have some good thermal paste around somewhere , but I've never changed paste for a gpu , is it risky ?
I've done cpus before .

I've never changed paste for a gpu , is it risky - like everything you have to plan for it and be meticulous. Then you should be fine. Don't rush anything. Make sure you are 100% happy with how you've done it before trying them out.
