That 1080ti is good, but not worth the 200 diff... motherboard too.

The reason I went for that mobo and gpu is because of aesthetics I want the pc to look good as well if you understand. I also want to be able to oc the cpu and gpu.

You will want an ssd. Especially with that lvl of computer. You will enjoy the difference. The mobo and CPU cooler are great. But if you had to cut some costs, that's where I would do it. Most people recommend 240gb. But really 500 is cheap enough now and is likely where you want to be.

when is the 9th gen intel and the rtx 2080ti out ? also what will be the prices be like?

I wouldn't wait for the updated CPU, looks like 9th gen is just a minor respin of the current Coffee Lake with two extra cores, and is still some months away, not worth the wait.
BUT, the RTX 2xxx is likely to be worth waiting for, they're due sometime around 20th September and promise a significant performance boost ( at a significant price boost ) over the current GTX 1XXX cards. If you can't wait that long, be extremely careful what you pay for the current GTX 1XXX series, prices are tumbling and special offers are becoming more common.
