Is this the best motherboard for this CPU and what RAM should i get and how much.

I am upgrading because since i removed my video card and CPU fan to clean them i have been having a lot of motherboard issues and think i may have screwed something up. I did that because i was having heat issue while trying to play EVE. I have a tendency to do a lot of stuff at once example 4 Dofus accounts running at once (online game) while running Skype with video and also having Netflix on in the background.
I have 2 screens and a tv hooked up to my PC possibly adding a 3rd screen.
I am reusing my 500GB SSD i also run a 4TB drive but in future planning to use a RAID 10 setup with 4GB x 4 Drives. I have a collection of movies, music and pictures i want to keep protected.
I will be using media server Plex at some point and a slight possibility of using CAD in the future.
I will be doing this in the next 6 months. I know new Intel chips are coming out but I don't know price point or anything about them to consider at this time.

I would like to stay under $400 for CPU. I would like to go with

I would also like suggestions on what speed ram and is 16GB enough or do i need 32?

I have a AMD Radeon HD6900 Video card i will be reusing for now.

I do plan on adding the Octaine memory to this board if i go with it. Not sure why it has 3 spots for it but will try and figure that out if this is what i end up buying.

Sorry if this is confusing I tried not to make it complicated. I appreciate any suggestions anyone has or any information anyone is willing to give and thank you in advance for your time.

No form of raid is a backup. Raid, except for 0, is to maintain system uptime for when a drive dies.

If you want to protect your data, then please make sure they are backed up onto another device, preferable one that is is mostly kept disconnected from everything so that even a major power spike (lightning strike) cannot damage it. the more copies of your data that you have then the safer it is.

That motherboard is fine.
Ram selection I can't really help with besides referring you to the QVL's list at the motherbd's support site or the Ram manufacturers. Asrock has an extensive QVL list Here. I do know that for gaming, ram speed does not play much of a role at all so the stock 2666 frequency is fine but you may find that the sweet spot for pricing in the 3000 to 3200 range. Be sure to get two stick in a set (matched pair) so for 16GB you would have two 8gb sticks.This will enable the dual channel ram functionality for added performance

How much ram you need depends on what you do. For gaming, 16GB is fine. For content creation stuff like editing videos then more is better is the rule.

Optane memory is not really that big a deal if you already have an SSD boot drive. It works best caching a good old HDD.
