Is this the best system I can build for $400?

Got this parts list off someones signature for a $400 budget build. It's easier to save $400 and upgrade as much as I can then it is to save up $1000 when you have bills to worry about.
My question is, What do you think of this build? Will I be able to upgrade this to my hearts desire and is there anything on the list you would change?
I'm not worried about accessories and monitors because I have all that along with Windows 7. The hard drive is a bit low on GB but I can upgrade that down the road too.

Thanks.
