Is this the best under my price range??

I wanted to ask whether my components are the best for under Rs.29000?
Here they are:-
1.Motherboard- Gigabyte GA-H110M-S2 Socket LGA 1151 Motherboard
2.Processor- Intel Pentium G4400 Skylake Dual-Core 3.3GHz Desktop Processor
3.Ram- Corsair Vengeance LPX 4GB DDR4 2400Mhz (PC4-19200) Desktop Memory
4.Storage-WD 1tb hdd
5.GPU - Palit GT1030 2GB DDR5 PCI Express Graphic Card
6. PSU- Corsair VS Series VS350 - 350 Watt Power Supply
7.Cabinet - iBall Elegance Computer Case
8. Dvd Drive - Asus Internal DVD Writer DRW-24D5MT
9. Terabyte 802 Wi-Fi Receiver 2.4Ghz 802.11B/G/N 300Mbps Usb 2.0 Wireless Wi-Fi Network Adapter.
Keep in mind This is the maximum i can go.

You might be able to save some by purchasing a motherboard with built-in WIFI. I would skip the DVD drive at first to get 8GB RAM. 4GB is just too small any more.
That case has a 250W power supply (according to the Amazon description), which you are going to throw out. Maybe look for a different case.

So i am thinking of changing the case to circle cc 815 and i cantleave the optical drive becoz in india most work still happens in cd's and i would need that..and can you suggest a good compatibe mobo please??
And i will upgrade the ram ASAP

Don't "upgrade" the RAM. That can lead to incompatibilities. Buy the RAM as a matched set of two DIMMs. They are guaranteed to work as a set. Buying RAM later with "mix and match" is a gamble.

I meant to say that only and the motherboard is kinda out of budget..external driver will be much much cheaper option
