Is this the reason my PC won't turn on?

So a few days ago my PC shut off and the case less were flashing like mad then smoke started leaving the case.
Today, I took my PC apart and saw these, what looked like, wet patches on the case behind the motherboard. So I took the motherboard out and looked at the back and at the bottom of it it was all burnt up and stringy. Is this the cause of the smoke and the reason it won't turn on?

For the printed motherboard, like the pictures #3 and #4, those burn marks will kill the MB because the electrical connection will be burned. You need get the new MB.
