Is this this gonna damage my computer ? Fans still work even after shutdown results

Hi, later I had a solution and I solved it myself and came up with a new question ! This is my first solution which is solved but it's needed for the second question of mine.

First:

I assembled a new PC months ago and it was working fine without any problem till now. I've just shutdown my computer like everyday and it's when this solution came up. After my PC turned off, I noticed that my case fans are still running but not normally. Actually they are working more slowly and the brightness of the LED's of the fans are like 50%. I've turned on and off my computer for several times but it didn't help. I even hard shutdown (hold the power button for several seconds) my PC but didn't work either. And it's not just about my PC fans, my USB plugs are also working. I've disconnected the power to my PC but nothing changed !!! I've turned the PSU off, Unplug my wire but they were still working. So I think they are using my MB battery cause there is no other power supply to use !

And then :

I've actually solve the solution. It was my Monitor (LG Ultra-wide 25") which has two HDMI Inputs and I've connected 2 device to use the DUAL LINK UP feature of it and this was the problem that because of the other device was still on, as well the monitor, so the power was coming from the HDMI cable to my GPU! I don't know how was that powering the fans but as soon as I unplug the cable or the turn the monitor off, the PC turned back to normal. So my question is that is this situation gonna damage my computer? like the GPU or fans (because of low speed) or the PSU or any other component of my PC ?

low speed isn't gonna damage a computer..... like
but it does shorten the life span of fans, like each fan has a lifespan, and turning them on just uses that up like that's common sense.
but as to only the fans being powered up, no the components are fine
