Question Is this upgrade to a Ryzen 9800X3D correct ?

Hello!

I currently i have:
Mobo: ROG STRIX X670E-E GAMING WIFI BIOS 2007
CPU: Ryzen 7800X3D
Cooler: Noctua NH-D15S
GPU: RTX 4080
RAM: 64GB (4 x 16GB) Vengeance at 5200MHz C40
PSU: XPG Cybercore Platinum 1300w

I'm thinking of moving to the 9800X3D and maybe the 5080 Super when it launches
Would this ram/mobo/fan be terrible to keep? The timings and speed are apparently slow, and I wasnt aware filling all 4 ram slots is discouraged, so Im guessing come cl36 or 30 2x32gb 5600 or 6000 would be that much better?

I do need the extra ram for video editing. Is two 32gb sticks of 5600 c36 or c30 good enough for that processor? Would this mobo be able to run that kind of memory (2x32 5600/6000) with the latest bios, since apparently theres some memory issues with the 9800x3d?

I'm also curious if the 5080 Super would be fine with the adapter from 3 to 12VHP because my psu does not have a native hpw out and i really dont want to swap to the Cybercore 2 that seems to be the same psu with 12vhpw.

I'd keep the CPU cooler and MoBo.

CPU cooler is more than enough to cool R7 9800X3D and MoBo is also one of the better ones with 18+2+2 VRM phases rated for 110A.

Would this mobo be able to run that kind of memory (2x32 5600/6000)
Yes.

2x 32GB max speed would be 6400 MT/s. So, you can even look for a bit faster RAM.
But if you want a guarantee for RAM to work without issues, pick the one listed in memory QVL,

Pointless to replace your great quality PSU just due to the lack of dedicated +12V-2x6 PCI-E power cable.
