Is this upgrade worth it? (CPU) AMD to INTEL

So, first things first, my current build is

MB:GA-970A-D3
GPU: Radeon 7970
CPU: AMD Fx-8350
-->CoolerMaster Hypo Evo 212
Patriot: 16gb 1600hz
PSU OCZ 700W

Now, I've lurked around the forums here often and have noticed many individuals with the same CPU as mine has been having issues with a lot of shuttering, from games like BF4, H1Z1, Arma3, and most recently I've been playing Fallout 4, lets face it, who isn't these days.

I'm just very curious as to what the better option is and I hope to see more than a couple of informed answers with suitable advice backing up your answers.

1. I've been thinking of just going out and grabbing a new MOBO most likely a Sabertooth 990fx r2 ($200-300), and OCing the hell out of my 8350... OCing it responsibly don't worry. Hoping that will help me with the constant shuttering in dense areas within whatever game I'm playing.

2. Another is my GPU which. i understand it is not top tier competitor material but changing it to a gtx 970 ($450-$500) , keeping in mind that regardless if I change my GPU or not, my CPU on my current MOBO will still be the bottle-necking factor of this issue.

3. My Third option is to just dump a little investment into a 4690k + new MOBO which is a good $500+

EDIT: I also do run my windows on an SSD and Games and other certain applications from an SSD as well. Another thing is that I'm from canada, so prices... especially now have gone to crap with my dollar being worth close to $0.70 .... ... ... ... ... ... yeah.

EDIT 2: I'm actually getting quite good temps with my current cooling on the CPU. ofcs it is not OC but temps never rise higher than 55C
 
1. If you are going to OC the crap out of your 8350, you have more to worry about that your mobo (the cooler is not sufficient cuz AMD is a furnace)
2. A GTX 970 costs around $350
3. A 6600K + z170 mobo is around 400 dollars with room to spare for a better cooler like the H5 Ultimate from cryorig so you can do some OCing.
Upgrading the CPU Mobo and Cooler seems like the best choice
 
I think you will probably solve your stuttering issues with a new Gpu. Imo, you want see a great enough performance boost to justify the cost of a new cpu and mobo. Honestly, I think your Cpu is just fine for the games you play. An SSD can help speeds too if you don't have one already, especially in a game like BF4 (load times are much, much, faster and you gain an fps boost)

A 970 is only $300-$350 too so your price was a bit high on that, You may also want to check out Evga's B-stock Gpu's, they are all certified refurbished and you can get a 970 for $240-$250.
 
The CPU switch would most likely be the biggest improvement, though a motherboard with more phases probably would help immensely, there is a chance the cpu is a bit power starved by the phases, though it is supported, nice balanced system.

(I would also edit your post a bit, I am not sure on the exact rule is on profanity, but I would assume it is close to zero :) )
