Question Is this used GPU faulty or is my 12-pin-2x8-pin cable from Corsair faulty ?

I got a Used 4070 Ti then got a Corsair 12-pin to 2x8-pin cable and a Corsair Rm850x PSU.
However, there was no post on my MSI x470 Gaming Pro,

I checked with my old gpu on new psu, no post. Then I went and got me a x570s elite ax but my new gpu and psu wont post with my old cpu and ram. I switched back to my old GPU on new psu it posted with new board but my 4070ti is not showing up in the device manager when both cards in the system. SO is my card faulty or by any chance the 12pin to 2x8pin cable faulty?

Which of the two is brand new and which of the two is used? If you can answer that, then i think you realize what the answer to your question is.
