Hi, a couple of days ago I came across this used Acer Nitro 50 and I would like your opinion on it:
Mobo: Intel B560
CPU: Intel Core i5-11400F
GPU: NVIDIA GeForce RTX 3060 12GB
SSD: 512 GB M.2 PCIe
RAM: 2x8GB DDR4 3200MHz
PSU: 80 PLUS Gold 500W (model is not specified)
+ a logitech keyboard
The price is $670 but I could most likely get it for $600. I haven't heard the best things about the Acer Nitro 50s but I've been looking for a budget gaming PC for a while, and it would cost me more than $600 to build a rig with these components. What do you think?

I don't know squat about Acer, other than I have a monitor by them. But I think that if you can see it in person and maybe test it out a bit to make sure everything is all good, that looks to be a decent deal.

Do you think the 500W PSU is too weak for this build?

Possibly.
This chart recommends stronger:
3000 series graphics cards have some very high power spikes that may be an issue with a marginal psu.
Plus, we do not know the quality of the included psu.

Then, also, a quick search indicates that the pc seems to be on sale new for about the same price.

If you get it down to 600 id say it would be a decent machine. You won't be cruising a solid 60 fps everywhere but it will work well. CPU and PSU are really the only weakish point.

Use the weak PSU as part of your counter offer. Maybe they will cave immediately or maybe have a better PSU to replace it with on hand.
