Question Is this why I stutter/ have inconsistent frames?

Ryzen 5 2600 (not oc)
Rtx 2060 Super (not oc)
Asus b450 motherboard (bios is updated)
Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz
evga 600 bq, 80+ bronze 600w power supply

I noticed in a regular fortnite game on lowest settings my cpu /gpu average 47 Celsius and
my cpu/gpu usage both average from 30-50%, is that normal?/ causing my stutters
