Question Is this worth £200?

While searching for some components for my CCTV server build I came across this. According to the seller, the PC belonged to her ex-husband who is now selling the house contents. Wanted £285 originally but has accepted my offer of £200. Firstly, is this a good price or not. Secondly would it be suited as a CCTV server? The spec required is here.
