Im trying to do the cheapest build posible while still having good performance is this worth It
-970-g46, fx 6300, 8gb ram, 212 evo all used for $150
Gtx 760 for $100 used
Or
Asus p8z77-v pro, core i5 3570k, coler master geminII m4 for $220

I've bought used items before many times... mostly on Craigslist... However, I've heard stories about being cautious with GPUs because some people overclock the heck out them and use them for "farming coins"... and when you OC, you shorten it's life considerably. Since the 970 came out not too long ago, I would be kind of scared to get a used one unless I picked it up from a retail that that offers some kind of warranty. You could ask if the card has ever been overclocked, I suppose.
