Is this worth the upgrade?

I have an alright PC for now, but I want to upgrade around the end of the year. My budget is pretty low, and
I am looking for a new GPU for my computer. Right now I have GTX 950 and I think it's time to upgrade, so is a RX 560 worth the upgrade?
Specs:
Intel core i5 4430
GTX 950 2GB
8GB ram

That would be a definite sideways move. You would need to go to something like the GTX 1060 or (non-existent) RX-470/480 to see a noticeable improvement. The only benefit you'd get from a 4GB RX-560 over a 2GB GTX 950 would be the extra VRAM. That may help with textures, Dof, AA, AF, stuff like that... depending on the games you play. But overall, not a wise move.

save your money until the rx 470/rx 570 are back at a decent price

I am not sure between the GTX 1060 and the RX 470. The RX470 may be cheaper but I only have a 500W PSU. Not sure if I will be able to run it.

Where have you found a RX 470 cheaper than a GTX 1060? (that's the way it used to be)

It depends on the games you play. And which 1060 you're talking about; the 3GB or 6GB version. The 6GB version is generally faster than the 4GB RX-470. Although there are a few DX 12 games that the 470 can slightly edge out the 1060.
Please list the exact 500W PSU that you have. They ain't all created equal.
