Is ULTRA settings same with MAX settings

Figuratively speaking, yes. Everyone simply bases himself/herself on the fact that "ultra" settings are, with the highest probability and in most games, the highest setting possible. Some may, however, use a lower one, such as "high" or "very high", or even something higher, such as "uber"; some other may drop a naming scheme completely and simply use numbers.

As an off-topic note, also, it would be nice if you asked the same question only once rather than in two different threads 😉

No ultra and Max setting would be different. Ultra settings would put all textures to their highest settings or ultra if you prefer. For Max settings you would run everything at Ultra AND then add the most anti alising, tessellation, and anisotropic filtering that you can add. Sometimes you can adjust most of this stuff from in the game, but sometimes you may have to force the settings from the Nvidia/AMD control panel.

Typically when people say max settings they are talking about ultra, but there are ways to go higher for sure. High resolution texture mods would be the biggest example though. Higher than ultra in game settings for sure. 😉
