I have old processor in my t7500, if i upgrade my CPU in my build and after that is my upcoming purchase of this graphic card increase and gives better performance "SAPPHIRE RADEON RX 470 4GB OC AMD RX470 4k HDMI"

I'm getting this graphic card in 42$, is this is a good buy or I choose other graphic card to purchase???
