Is upgrading my PC worth it?

My current PC has an i5-4690k overclocked to 4.5 GHz, a GTX 970, and 8gb of 1600 MHz vengeance ram for the basic specs. I want to run VR as I have an oculus rift however my computer often has noticeable frame drops which gives me nausea. I was thinking about upgrading to an i7-8700k and 16gb of ram. I would obviously need a new motherboard for this so I wanted to ask whether that upgrade would be large enough to be worth it and which motherboard to go with for overclocking.
Note: I would also need to upgrade my graphics card to make a more balanced system, however, I believe waiting until the next series of GTX cards is released would allow me to get a better deal on the 10 series cards.

If they are both maxed all the time, I would upgrade. It would also help later down the line if you get a 10## series.

Oh god I don’t know how to reply to your answer so I’ll say it here. My ssd is not really the problem in any games except maybe rust with its insane loading times. In vr, my cpu and memory tend to stay maxed out at all times.
