Is win 10 free

I was using a cracked version on win7 with winloader this morning. Than i found about the win 10 technical preview so i did a clean install (meaning wiping out everything). After i did some research i found out that win 10 is free for win 7/8. But unfortunately i dont have win 7 disk so im stuck with the win 10 tech preview.

In the future is there gonna be any promotion that allows you to get full version of win 10 for free, For the people who use win10 tech preview?
